EU further restricts the use of traditional electric light sources

The EU will implement stricter environmental regulations starting from September 1st, which will restrict the placement of commercial voltage halogen tungsten lamps, low-voltage halogen tungsten lamps, and compact and straight tube fluorescent lamps for general lighting in the EU market.

The ecological design rules for EU light sources and independent control devices released in 2019 and the 12 RoHS authorization directives issued in February 2022 will affect the placement of compact and straight tube fluorescent lamps for general lighting, as well as commercial voltage halogen tungsten lamps and low-voltage halogen tungsten lamps in the EU market in the coming weeks. With the rapid development of LED lighting products, their high-efficiency and energy-saving properties are increasingly favored by the market. Traditional lighting products such as fluorescent lamps and halogen tungsten lamps are gradually withdrawing from the market. In recent years, in response to climate and energy issues, the European Union has attached great importance to the energy-saving and environmental protection attributes of electrical products, continuously improving the performance requirements of related products. According to customs data, from 2014 to 2022, China’s export volume of fluorescent lamps and halogen tungsten lamps products to the European Union continued to decline. Among them, the export volume of fluorescent lamp products has decreased by nearly 77%; The export volume of halogen tungsten lamp products has decreased by nearly 79%.

From January to June 2023, the export value of China’s lighting products to the EU market was 4.9 billion US dollars, a year-on-year decrease of 14%. Since the beginning of this year, the EU market has accelerated the elimination of high energy consuming traditional lighting products such as fluorescent lamps and halogen tungsten lamps, in order to promote LED light source products. The export value of fluorescent lamp products and halogen tungsten lamp products in the EU market has decreased by about 7 percentage points, while LED light source products have increased by about 8 percentage points.

The export volume and value of fluorescent lamps and halogen tungsten lamps have both decreased. Among them, the export volume of fluorescent lamp products decreased by 32%, and the export value decreased by 64%. The export volume of halogen tungsten lamp products has decreased by 17%, and the export value has decreased by 43%.

In recent years, with the gradual implementation of environmental protection laws issued by foreign markets, the export volume of fluorescent lamps and halogen tungsten lamps has been significantly affected. Therefore, enterprises should make production and export plans, pay attention to the notices of environmental protection laws issued by relevant markets, adjust production and sales plans in a timely manner, and consider transforming to produce environmentally friendly light sources such as LEDs.
